Astute observation. Remember how, five years ago, the federal government wanted to deputize thousands of people to look out and report on their neighbors (I've forgotten the name of the program)?
In his book "Snitch Culture" Jim Redden mentioned a number of citizen domestic spy programs already running in the US by 2002.
